INVITATION TO BID (ITB): The State of Alaska, Department of Transportation and Public Facilities is soliciting sealed Bids for the right to operate a maximum of eight (8) on-airport rental car concessions to be awarded for operation of a car rental business from the Consolidated Rental Car Facility, a State-designated on-airport facilities at the Ted Stevens Anchorage International Airport.  NATURE OF RIGHTS AND OBLIGATIONS: Right to operate one (1) of a maximum of eight (8) On-Airport Rental Car Concessions authorized to operate on the Airport. TERM: 4 YEARS AND 6 MONTHS (May 1, 2026 to October 31, 2030.), plus four (4) one-year option periods.  FEES: The Concessionaire shall pay the State the greater of Minimum Annual Guarantee (MAG) or ten (10) percent of the Concessionaire’s monthly gross revenues. MINIMUM QUALIFICATIONS: 1) Demonstrated three (3) consecutive years of direct, hands-on experience within the past five (5) years operating a Rental Car business with a minimum of $1,500,000 in gross revenues for each of those years. 2) Participation in a National Car Reservation system for those years 3) Good financial standing if Bidder has any current or previous agreements with the State. Bidder must not have any outstanding invoices owed to the State at the time of Bid opening. BIDS DUE: 2:00 PM (Alaska Time) April 6, 2026

Request for copies of any documents will be subject to a fee, the posted rate of $0.25 per page. All addenda and amendments will be posted online to the OPN Public Notice.

An optional pre-bid conference will be held at 9:00 AM (Alaska time) on Monday, March 16, 2026. Comments, questions, and requests to be answered at the pre-bid conference must be received by 4:00 PM (Alaska Time) on or before March 11, 2026. Interested participants will meet at the Flattop Conference Room, Room Number NB214, Second Floor, North Terminal, Ted Stevens Anchorage International Airport.  Attendees should park in the North Terminal pay parking lot, go to the second floor, and the Flattop Conference Room is the second door on the left. There is a $25,000.00 deposit required with each Bid; the Airport will fully refund the deposits of unsuccessful Bidders.  Comments, questions, and requests for information may be submitted in writing to: Sarah Guedea (sarah.guedea@alaska.gov), and must be received by 2:00 PM (Alaska Time) on or before April 6, 2026 when Bids are due.
