The Division of Administrative Services of the Department of Commerce, Community, and Economic Development (DCCED) on the behalf of the Alcohol & Marijuana Control Office (AMCO) is seeking proposals for a Software as a Service (SaaS) multifunctional online database system that supports integrated licensing, certification, notification, and enforcement functionality; a licensee portal and a local governmental portal with online application functionality; ability to integrate with payment processing software, and inherent business intelligence and reporting functionality. Work shall be phased with initial deliverables for licensing and applicant portals as priority.
AMCO has received funding to make licensing easier and faster for entities in the regulated
alcoholic beverage and marijuana community and more transparent and accessible to the public
through an online licensing system for alcoholic beverage and marijuana licenses, permits, and
endorsements.
The department estimates a budget of $1.75 million for completion of this project. Proposals priced
at more than $2.25 million in costs to the State of Alaska over the firm term and four renewal
options will be considered non-responsive.
Payment for the contract is subject to funds already appropriated and identified. Renewal of a contract resulting from this RFP may be contingent upon legislative appropriation.
Proposals must be received no later than 4:00 PM prevailing Alaska Time on Thursday, December 29, 2022. Emailed proposals are the only acceptable method of submitting a proposal.
