This Request for Proposal (RFP) is intended to result in a single contract award to a qualified firm to provide a modern, cloud-based crew scheduling and management system for AMHS ferry operations. This procurement seeks a Software as a Service (SaaS) or Commercial Off-The-Shelf (COTS) solution to replace AMHS's current crew dispatching system, ATLAS. The new system must automate complex crew scheduling for a fleet of 9 vessels while managing three distinct union bargaining units, each with unique contractual requirements, seniority rules, and scheduling constraints.

Proposals must be received no later than 2:00 PM prevailing Alaska Time on September 11, 2026 faxed or oral proposals will not be accepted.
