BETHEL AAOF (Hangar) STANDBY-EMERGENCY GENERATOR CONTRACT

The Department of Military & Veterans' Affairs has need of a 125 kilowatt standby/ backup generator at the Army Aviation Operations Facilities (Hangar) in Bethel, Alaska.  The project will include a 1500 gallon diesel fuel storage tank next to the generator, an automatic transfer switch, trenching from the genset to the hangar, and relocation of an existing hazardous materials storage building.  Trenching through asphalt section of the hangar apron/ driveway will be required as well as resurfacing to match.
All bidders are invited to participate.

Question One:  September 19, 2020
Would you accept a Caterpillar substitution so you would have in state parts and service support rather than flying someone from outside?
Answer:  As the Army Guard already has mostly Kohler brand generator sets for standby electrical power, the DMVA Facilities Management Office made the determination to specify a specific brand for this procurement as part of simplification and standardization. DMVA maintenance operations has some parts and supplies on hand. The specifications for the Bethel Hangar generator are the same for other generators at other installations.  Therefore no other brands than Kohler will be accepted for this Invitation to bid.

Question Two:  September 19, 2020
I do not see any requirements for insurance on this job. Is this job going to be free of the insurance requirements?
Answer:  All procurement with the State of Alaska requires insurance of varied levels. The Bethel Hangar Generator contract is executed under Warrant Authority as delegated by the Department of Transportation and Public Facilities.  DMVA follows the same regulations and statutes iterated in the Alaska Construction Manual:

3.4. Bid Opening to Award/Notice to Proceed 

After the bid opening, the Department releases certified bid tabulations. Within five working days after the identification of the apparent low bidder (AS 36.30.116), the apparent low bidder must provide the Department with the Subcontractors List (Form 25D-5). On this form, the apparent low bidder certifies they will subcontract one-half of one percent or less of the contract amount, or list all subcontractors with the items of work that each will perform. 

After the bid opening and evaluation of the bids, the contracting officer sends the Notice of Intent to Award letter to the apparent low bidder. Included with the letter are: 

• A request for the executed contract form 

• Performance and payment bonds, if required 

• Certificate of Insurance 

• EEO Certification (Form 25A-304) 

• DBE Utilization Report (Form 25A-325C)

The contract section will send a Letter of Intent to Award to the apparent low bidder. For federal-aid funded contracts the following documents (as applicable) are submitted by the bidder within 15 calendar days:

• Corrected Bid Schedule (If Required)

• Bidder Registration (Form 25D-6)

• Contractor's Questionnaire (Form 25D-8)

• Construction Contract (Form 25D-10A)

• Payment Bond (Form 25D-12)

• Performance Bond (Form 25D-13)

• Material Origin Cert. (FHWA, Form 25D-60)

• Buy American Cert. (FAA , Form 25D-61)

• A copy of contractor’s Alaska Business License

• A copy of contractor's Registration

Question Four:

We’re planning on bidding the Bethel Hangar Standby Generator tomorrow.  However, I don’t see it on the DOT Bid Express for electronic submission, and the ITB doesn’t have a physical address for hand-delivery.
Will you be accepting these bids by email? If not, how do you want the bids delivered?

Answer:

Bids may be delivered in person to the Project Manager at Building 57024, Camp Carroll, on JBER, if you have base access, OR via email to: steve.baker@alaska.gov.  Hand delivered bids will remain sealed until the scheduled date and time:  Thursday, September 24, 2020 at 4:00PM Alaska Time. Emailed bids will be acknowledged via email, and the bids downloaded to a Project File Folder, but will remain UNOPENED until the same date and time.  After 4:00PM, all bids will be opened, reviewed, and determinations made as to whether they are responsive and responsible.  A Notice of Intent to Award will be made as soon as possible after the closing.

This bid is offered ONLY through the Online Public notices. It is administered through the Department of Military and Veterans’ Affairs, not the Department of Transportation and Public Facilities.  The DMVA has contracting warrant authority delegated by the DOT&FF for construction bids.  The DMVA does NOT use the DOT&PF Bid Express.
