NOTICE OF ANALYSIS AND PROPOSED DECISION
TRANS-ALASKA PIPELINE SYSTEM, ADL 63574 SAGAVANIRKTOK RIVER BURIED SILL AT PIPELINE MILEPOST 28.3 &
STORAGE AND STAGING AREA AT PIPELINE MILEPOST 39.7
The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.080, hereby gives notice that DNR has prepared an Analysis and Proposed Decision for an amendment request submitted by Alyeska Pipeline Service Company (APSC) to add additional lands to the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574, at two locations to install a buried rock sill to protect the pipeline from being exposed in the event of a major flood, and for
continued use of a staging and storage area.
The ROW additions are located within the SE1/4 of Section 13, Township 6 North, Range 13 East, Umiat Meridian, and the SE1/4 of Section 9, the SW1/4 of Section 10, the NW1/4 of Section 15, and the NE1/4 of Section 16, Township 4 North, Range 14 East, Umiat Meridian, containing a combined total of 7.9 acres. The added land to the ROW Lease will be surveyed and may include less acreage than approved for construction.
The public is invited to comment on the Analysis and Proposed Decision. Comments must be submitted in writing to the address below before 5:00 p.m. on July 10, 2026. If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after July 13, 2026. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision after July 13, 2026.
