Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:
APPLICANT: DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES
PROJECT NAME: ADL 421274
GEOGRAPHIC LOCATION: In downtown Fairbanks, traversing the Chena River at the current Wendell Avenue bridge, and about 300 feet of riverbank in front of Front Street and Graehl Park. See "Parcel E-6" shown in attached application.
LEGAL DESCRIPTION: Within state shorelands of the Chena River within Section 11, Township 1 South, Range 1 West, Fairbanks Meridian.
REQUESTED ACTIVITY: The Alaska Department of Transportation & Public Facilities has requested a public easement for a reconstructed bridge across the Chena River at Wendell Avenue in Fairbanks. The easement would also include an area of riverbank reconstruction. The total area of the easement would be slightly over one acre. During construction, anticipated to begin in 2020, a temporary trestle adjacent to the easement would be constructed. The current bridge would be demolished and replaced with a wider and higher one. The height of the new bridge would be 15 feet above ordinary high water. DOT&PF anticipates closing the Chena River to river traffic intermittently during bridge demolition and construction, for periods not expected to exceed one day at a time. REQUESTED TERM: Indefinite, or until no longer needed.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at Northern Regional Land Office, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
