Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:
APPLICANT: Matthew Hall
PROJECT NAME: ADL 422894 Development Within Existing Section Line Easement (SLE) and existing Public Access Easement, ADL 402374.
GEOGRAPHIC LOCATION: Approximately one mile south of milepost 24 of Chena Hot Springs Road, east of Fairbanks, Alaska.
LEGAL DESCRIPTION:
Northerly boundary of the SE ¼ of Section 35 Township 1 North, Range 4 East, Fairbanks Meridian.
Westerly boundary of the SW ¼ of Section 36, Township 1 North, Range 4 East, Fairbanks Meridian.
PROPERTY DESCRIPTION:
Within a public access and utility easement, serialized as ADL 402374, 50 feet wide, along the northerly boundary of the SE 1/4 of Section 35 Township 1 North, Range 4 East, Fairbanks Meridian, per State of Alaska Patent No. 9911.
Within a SLE, 50 feet wide, along the westerly boundary of the SW ¼ of Section 36 Township 1 North, Range 4 East, Fairbanks Meridian, per State of Alaska Patent No. 16212.
REQUESTED ACTIVITY:
The applicant has requested to develop the existing easements, described above, with a gravel road to improve access to their private property. The total proposed development within the existing easements measures approximately 2,220 feet in length, more or less, and as much as 16’ in width. The development would include the use of approximately 1,350 cubic yards of gravel, provided by the applicant. All timber cut within the existing easements will be decked by the applicant and will remain the property of the underlying property owner.
The construction, operation, use, and maintenance of the requested area shall not interfere with public use of the public access easements. However, if a specific activity poses a safety concern, the Northern Regional Land Office may allow the restriction of public access for a specific period of time. No restriction is allowed unless specifically authorized in writing by the Northern Regional Land Office.
REQUESTED TERM: Five Years

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
