Subject to AS 38.05.850, the Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW), Southcentral Regional Land Office (SCRO) has received an application for the following development:

GEOGRAPHIC LOCATION: Willow, Alaska

LEGAL DESCRIPTION:

Section 3, Township 19 North, Range 4 West, Seward Meridian

Section 2, Township 19 North, Range 3 West, Seward Meridian

Section 5, Township 19 North, Range 2 West, Seward Meridian

REQUESTED ACTIVITY: The applicant has requested the creation of an easement for the placement of fiber optic facilities near Willow, Alaska. The project would support MTA’s broader efforts to construct a 79-mile-long fiber-to-the-premise network capable of serving 604 locations. The applicant has requested usage of the following sections of State-owned, DMLW-managed uplands with the following measurements:

Segment 1:

• Approximately 612 feet in length and 30 feet in width of Section 3, Township 19 North, Range 4 West, Seward Meridian

  Segment 2:

• Approximately 116 feet in length and 30 feet in width of Section 2, Township 19 North, Range 3 West, Seward Meridian

  Segment 3:

• Approximately 506 feet in length and 15 feet in width of Section 5, Township 19 North, Range 2 West, Seward Meridian

The easement, if approved, may differ from that described herein.

REQUESTED TERM: Indefinite

DEADLINE FOR COMMENTS: October 28, 2026

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made.
