NOTICE OF PROPOSED CHANGES ON NON-ROUTINE INVESTMENTS

IN THE REGULATIONS OF THE DEPARTMENT OF REVENUE

 

BRIEF DESCRIPTION

 

The Department of Revenue proposes to adopt regulations establishing protocols to be followed by the fiduciary when considering non-routine investments made from certain state funds, including the constitutional budget reserve fund subaccount.

 

Summary of proposed changes: The Department of Revenue proposes to adopt regulation changes in 15 AAC of the Alaska Administrative Code, dealing with the addition of regulations concerning non-routine investments involving certain state funds, including the constitutional budget reserve fund subaccount, including the following:

 

  1. 15 AAC 170 is proposed to be added, establishing protocols to be followed by the fiduciary when considering non-routine investments made from state funds.

 

Written comment deadline: The written comments must be received not later than 4:30 PM on October 02, 2026.

 

Questions: You may submit written questions relevant to the proposed action to Aimee Bushnell, Alaska Department of Revenue, Office of the Commissioner, PO Box 110400, Juneau, AK 99811-0400 or Aimee.Bushnell@alaska.gov. The questions must be received at least 10 days before the end of the public comment period. The Department of Revenue will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and dor.alaska.gov.

 

Public nature of comments and questions: Public comments and questions, once submitted, are public records and subject to disclosure under the Alaska Public Records Act. See AS 40.25.100 – 40.25.295. Do NOT include in your comments or questions any information you do not want made public.

Final version of regulations: After the public comment period ends, the Department of Revenue will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation.

Fiscal information: The proposed regulation changes are not expected to require an increased appropriation.
