FY 2027 Low Income Home Energy Assistance
Program (LIHEAP) Block Grant Plan
The Division of Public Assistance (DPA) invites the public to comment on the draft model plan for the proposed use of the 2026-2027 federal LIHEAP block grant funds. A copy of the draft plan is attached to this notice. Proposed changes have been highlighted in yellow within the body of the draft plan for easy identification. An accompanying matrix outlining these changes is also attached for reference.

This proposed plan describes the procedures used by the Alaska Heating Assistance Program. The plan includes the proposed allocation of funds for heating and weatherization assistance, a description of the method used to determine eligibility, and the proposed benefit rate for the 2026-2027 program year.
DPA will accept comments at a public hearing which will be held via Zoom and telephonically on August 12, 2026, from 11 AM to 1 PM.

Written comments on the proposed LIHEAP Model Plan will be accepted through September 4, 2026. Written comments can be sent to Angie Mickle, Heating Assistance Program Coordinator, by mail at the State of Alaska, Department of Health, Division of Public Assistance, Heating Assistance Program, P.O. Box 110640, Juneau, Alaska 99811-0640; by fax at (907) 465-5154, or by email at hss.dpa.policy@alaska.gov. All comments must be received no later than 5:00 p.m. on Friday, September 04, 2026.
