PUBLIC NOTICE 
ConocoPhillips Alaska, Inc., Kuparuk River Unit, 12-Acre Pad Expansion Project, 
Unit Plan of Operations Amendment Application 
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan of Operations Amendment application on May 11, 2026, from ConocoPhillips Alaska, Inc. requesting to expand 12-Acre Pad in the Kuparuk River Unit near Oliktok Point. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division provides public notice and an opportunity to comment.

Location: 12-Acre Pad is 1.7 miles southeast of Oliktok Point (see application for MTRS) 
Project Description: 
ConocoPhillips Alaska, Inc. (CPAI) is requesting authorization to expand 12-Acre Pad by 1.1 acres using 11,490 cy of gravel to the southeast corner of the existence pad footprint. No work will occur off the existing gravel footprint. The expansion will aid lay-down space to support oil and gas activities on the North Slope. This project is scheduled to begin August 1, 2026.

Please send comments to dog.permitting@alaska.gov or to the Division address above. All comments must be in writing. A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02. 
All comments must be received by the comment deadline: 4:30 pm, Alaska Standard Time, July 31, 2026
