ConocoPhillips Alaska, Inc., Meltwater Easement Renewal,
Private Non-Exclusive Easement
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received an amended easement application on May 29, 2026, from ConocoPhillips Alaska, Inc. (CPAI) requesting to renew their existing Meltwater Easement located on the North Slope. The proposed project will be adjudicated under AS 38.05 and 11 AAC 05.070. The Division provides public notice and an opportunity to comment.

Location: Approximately 10 miles East of the Colville River on the North Slope (see application for MTRS) 
Project Description: 
The Division of Oil and Gas has received the attached amended application to renew ConocoPhillips Alaska, Inc.’s Meltwater Easement located on the North Slope west of the Kuparuk River Unit. CPAI requests to renew their existing private non-exclusive easement consisting of three corridors; one for the Meltwater pipe rack (including a suspended powerline), one for the original powerline, and one for the Meltwater gravel road. The requested renewal term if for an additional 20 years. The total acreage is approximately 133.06 acres. Furthermore, CPAI requests to upgrade sections of the gravel road by placing 13,500 cubic yards of gravel on top and along the toe of the road related to the Kuparuk Road Upgrade Project (LONS 79-016) ahead of transporting the heavy Willow Central modules. This will increase the easement footprint by 1.6 acres. CPAI will replace 11 existing culverts along the gravel road and place gravel below the Ordinary High-Water mark at four waterbodies. If necessary, CPAI will extend three existing culverts. This project is scheduled to begin July 1, 2026.

A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02.
