Eielson Airforce Base has applied to the Alaska Department of Environmental Conservation (DEC) for a permit to apply pesticides to nuisance aquatic plants growing in the Central Heat and Power Plant cooling pond located on Eielson Airforce Base, Alaska.
The following project is proposed and is being reviewed by the appropriate regulatory programs. DEC requests comments from the public regarding the permit application. Copies of the application are available on-line or upon request.

PROJECT SUMMARY AND LOCATION: Eielson Airforce Base, Central Heat and Power Plant has applied to the Alaska Department of Environmental Conservation (DEC) for a permit to apply pesticides to nuisance aquatic plants growing in the Central Heat and Power cooling pond located on Eielson Airforce Base, Alaska.
The proposed pesticides are SonarOne, with EPA registration number 67690-45, Litorra, with EPA registration number 67690-53, and Reward, with EPA registration number 100-1091. SonarOne has the active ingredient fluridone and will be applied as pellets from a mounted granular fertilizer spreader onboard the applicator’s boat. Both Litorra and Reward have active ingredient diquat dibromide, and both will be applied via weighted subsurface trailing hoses from a boat.
Treatment would occur between June and August (1 to 3 applications per year) throughout the duration of the permit.
PROJECT NEED: The CHPP requires uninterrupted flow of cooling water to regulate temperature. Excessive growth of nuisance aquatic vegetation creates clogs in cooling water intake systems impacting operations of the power plant. Herbicide treatments are expected to reduce clogs in the intake screens and increase reliability of cooling water flowing into the CHPP.
