ConocoPhillips Alaska, Inc., Meltwater Easement Renewal, 
Private Non-exclusive Easement 
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a easement application on March 27, 2026, from ConocoPhillips Alaska, Inc. (CPAI) requesting to renew their existing Meltwater Easement located on the North Slope. The proposed project will be adjudicated under AS 38.05 and 11 AAC 05.070. The Division provides public notice and an opportunity to comment.

Location: Approximately 10 miles East of the Colville River on the North Slope (see application for MTRS) 
Project Description: 
CPAI seeks to renew the Meltwater Easement that permits access to DS-2P from the Spine Road. Additionally, CPAI requests authorization to upgrade the existing gravel road with 13,500 cubic yards of gravel and replace or expand 11 culverts. This project will widen select curves and narrow sections to ensure the roads can safely transport larger heavy equipment and infrastructure, including modules related to the Willow Development. This project is scheduled to begin May 15, 2026.

Please send comments to dog.permitting@alaska.gov or to the Division address above. All comments must be in writing. A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02. 
All comments must be received by the comment deadline: 4:30 pm, Alaska Daylight Time, May 6, 2026
