ConocoPhillips Alaska, Inc. Kuparuk River Unit Roads Upgrades Unit Plan of Operations Amendment Application

PUBLIC NOTICE 
ConocoPhillips Alaska, Inc., Kuparuk River Unit, Road System Upgrades for Willow Module Transport, 
Unit Plan of Operations Amendment 
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan of Operations application on March 20, 2026, from ConocoPhillips Alaska, Inc. (CPAI) requesting to upgrade sections of existing gravel roads throughout the Kuparuk River Unit (KRU) and restore/replace up to 16 culverts. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.158. The Division provides public notice and an opportunity to comment.

Project Description: 
CPAI requests authorization to upgrade the existing road system in the KRU by laying 94,900 cubic yards of gravel and extending or replacing 15 culverts. The purpose of this project is to upgrade existing roads by widening select curves and narrow sections to ensure roads retain integrity and remain safe while transporting heavy equipment and infrastructure, including the Willow Central Facility modules to the Willow development project. This project is scheduled to begin May 15, 2026.

Please send comments to dog.permitting@alaska.gov or to the Division address above. All comments must be in writing. A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02.
