Administrative Order No. 360 (AO 360), issued by Governor Dunleavy, directs executive branch agencies to review existing regulations and reduce unnecessary regulatory burdens while preserving regulations that are essential to protecting the health, safety, and welfare of Alaskans.

In accordance with AO 360 and guidance issued by the Department of Law, the Department of Public Safety (DPS) has developed a Regulatory Reform Plan outlining regulatory areas for review and potential reform.

Executive branch agencies are required to achieve a 15 percent reduction in discretionary regulatory requirements by December 31, 2026, and a 25 percent reduction by December 31, 2027.

DPS welcomes input from stakeholders and members of the public regarding regulations or regulatory processes that may be unnecessarily burdensome or could be improved while maintaining public safety.

UPDATE July 9, 2026

Updated 13 AAC 50.020 - 13 AAC 50.025 July 9, 2026 after consideration of stakeholder feedback. There are two options for nationally recognized fire and building standards, the International Code Council Model Codes (aka I-Codes) and the National Fire Protection Association (NFPA). ICC I-Codes serve as the backbone of building regulation in nearly every state. Further, the I-Codes reference the more specialized NFPA standards as applicable. As "DPS shall adopt regulations," 13 AAC 50.020 - 13 AAC 50.025 will no longer be considered discretionary.
