REQUESTED ACTIVITY: The Division of Mining, Land and Water (DMLW) received an application for a public utility easement from Tanana Chiefs Conference (TCC), for the construction, operation, and maintenance of a fiber optic cable (FOC) on state-owned land. The purpose of the proposed public utility easement is to provide high-speed internet services to the Koyukuk River communities of Hughes, Allakaket, Alatna, and Evansville. The entire FOC project is outlined in the application, however, this easement would only authorize use on state-owned DMLW-managed land. TCC proposes to install the FOC on state uplands by ground lay, except a 2.20-mile segment outside of Hughes where it would be buried. Additionally, TCC proposes to install the FOC across state shorelands using horizontal directional drilling, and across public waterbodies on state uplands by laying the cable on the bed of the stream. The proposed public utility easement is comprised of several segments varying in length, between 3,000 to 76,000 feet. The combined length of the requested easement segments measures approximately 132,000 feet long. The requested width is approximately 20 feet wide, comprising 60.6 acres, more or less.
