Subject to AS 38.05.020(b)(2)2, the Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW), Southcentral Regional Land Office (SCRO) has received an application for the following development within a section line easement:

APPLICANT: Department of Transportation and Public Facilities

PROJECT NAME: ADL 234681

GEOGRAPHIC LOCATION: Red Devil, Alaska

LEGAL DESCRIPTION: Section 31 of Township 20 North, Range 44 West, Seward Meridian, Alaska

REQUESTED ACTIVITY: The Department of Transportation and Public Facilities (DOT&PF) has requested the creation of an Interagency Land Management Assignment (ILMA) for an avigation and hazard easement covering approximately 8.82 acres, more or less of State-owned, DMLW-managed submerged lands. Following FAA-mandated design criteria, the proposed request aims to keep the runway protection zones (RPZ) clear of permanent obstructions that penetrate or may penetrate the area in Tract II over the Kuskokwim River. No physical improvements have been or are being proposed, however DOT&PF requests that, in case need arise, the assignment allows for physical improvements to be constructed such as bank armoring or barge landing. The authorization, if approved, may differ from that described herein.

REQUESTED TERM: Indefinite

DEADLINE FOR COMMENTS: February 10, 2026

Members of the public and interested agencies are invited to comment on this activity. The purpose of this notice is to gather input before a decision is made. To ensure consideration, comments must be submitted in writing and received by the Division of Mining, Land and Water at the Southcentral Regional Land Office, 550 West 7th Avenue, Suite 900C, Anchorage, AK, 99501 on or before the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity.  The activity may be modified during the review and adjudication process.
