RFP TITLE: STATEWIDE FREIGHT PLAN 2026-2056 FEDERALLY FUNDED
Body of Notice: 
The Department of Transportation & Public Facilities (DOT&PF), Division of Program Management and Administration (PMA), is soliciting proposals to result in a single contract award to a qualified entity for a consultant-led update of the Statewide Freight Plan in compliance with 49 U.S.C. § 70202. The plan will develop and implement a public involvement plan, with an emphasis on collaboration between public and private stakeholders, develop a comprehensive freight plan that addresses current and future freight transportation needs, conduct quantitative freight demand forecasting to support infrastructure and policy decisions, identify and prioritize key infrastructure improvements and policy recommendations. The plan will also include two appendices: a Waterways Plan and a Truck Parking Study.

Proposal due Date:  November 21, 2025 @ 2:00PM Alaska Time
