REQUESTED ACTIVITY:

Quintillion Subsea Operations, LLC has applied for a public utility easement on state lands to install fiber optic cable from the southwest end of Lake Iliamna to Nome with branches into Emmonak and Hooper Bay.  The installation is for the Nome to Homer Express Project that is a submarine and terrestrial fiber optic cable (FOC) system across western Alaska. The purpose of the FOC project is to enhance statewide broadband capacity and enable service delivery to unserved or underserved Alaskan communities.

 

The proposed public easement is approximately 111 miles long by 30 feet wide. The terrestrial segment between Igiugig and Naknek is approximately 50 miles. The marine segments are approximately 61 miles. Terrestrial installation will involve a combination of surface lay, shallow trenching, aerial on poles, and directional bores. Installation will be done in the winter to reduce ground disturbance. Marine installation will involve placing the cable in trenches. The proposed project is scheduled to begin in the spring of 2026.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK  99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
