The Department of Environmental Conservation (DEC), Division of Spill Prevention and Response (SPAR) is soliciting proposals from qualified contractors to provide professional consultation services for munitions and explosives of concern (MEC), unexploded ordnance (UXO), and chemical weapons material (CWM) investigation and remediation. Services procured under this contract will be in accordance with technical requirements within the “Oil and Other Hazardous Substances Pollution Control” regulations (18 AAC 75), applicable federal regulations, and Department of Defense (DOD) policy.
Services are to include:
- participation in negotiations with DEC, DOD, and their respective contractors,
- review of draft documents,
- participate in review meetings,
- ·visit project sites,
- provide field oversight and quality assurance inspections,
- remedial investigations,
- participate in teleconferences and attend meetings,
- act as a technical advisor, and
- provide technical assistance regarding Federal and State laws.
Deadline for receipt of proposals: No later than 1:00 p.m. prevailing Alaska Daylight Time (AKDT) on Friday, May 30, 2025, as indicated by email time stamp. Late proposals will not be considered.
The length of the contract: From the date of award, July 1, 2025, for one (1) year until completion on June 30, 2026, with four (4) one-year renewal options to be executed at the State’s discretion.
DEC’s objective is to retain one (1) contractor capable of delivering the necessary services in a comprehensive and timely manner while facilitating the expedited award process for tasks of comparable scope and nature.
