Requesting Input on a Proposed 
Relinquishment of State Entitlement Lands

Comment Period Ends 3:00 PM, Tuesday, July 2, 2024

The Department of Natural Resources (DNR) is proposing to relinquish the State’s entitlement land selection of surface and subsurface estates for the lands listed below. A location map is available on page 3 of this notice. The lands are not currently owned by the State, they are under federal management and ownership. The purpose of relinquishment is to facilitate University of Alaska land selections under the Consolidate Appropriations Act for Fiscal Year 2023 and the University of Alaska Fiscal Foundation Act. 

Lands to be relinquished: 

T. 25 S., R. 56 E., Copper River Meridian, portions of Section 22, 23, 26, 27, 34, and 35. Containing approximately 1,241 acres.

T. 26 S., R. 56 E., Copper River Meridian, portions of Sections 1-4, and 9-13. Containing approximately 3,165 acres.

Excluding from the selected lands United States Survey 13752, the Chilkat River, and lands reserved by Presidential Proclamation 810. 
Aggregating approximately 4,406 acres.

Dingell Act allotment applications AA-97340 and AA-95920 within Secs. 4 and 9 of C026S056E potentially reduce the total acreage of these selections by 160 acres each. The University Land Management Office has indicated they do not object to Dingell Allotments on lands they have selected. The Dingell Act applications are still under review by BLM and their status is unknown. A decision to relinquish these lands for UA or the applicants will be made after this public notice.

As authorized by the Consolidated Appropriations Act for Fiscal Year 2023 and the University of Alaska Fiscal Foundation Act, the Bureau of Land Management may convey up to 360,000 acres of land to the University of Alaska. The land available for conveyance is land that has been selected by the State of Alaska pursuant to section 6(b) of the Alaska Statehood Act. If the State and the University jointly identify the land to be conveyed to the University, the State may conditionally relinquish its selection, and the Bureau of Land Management will convey the land to the University. The University of Alaska has selected the land identified above and requests the State to consider relinquishment of its selection interests.

Alaska Statute (AS) 38.05.035 allows for disposals of interests in state lands, and AS 38.05.945 provides procedures for notice of those disposals.

The public is invited to submit comments. If commenting on more than one proposed action, separate comments should be submitted for each. The deadline for public comment is 3:00 PM, July 2, 2024. Only persons from whom the Department of Natural Resources receives timely, written comment during the identified comment period will be eligible to request reconsideration of the decision.
