Section Line Easement (SLE)s are managed by DNR under AS 38 pursuant to AS 19.30.400. AS 19.10.010 provides the authority for the appropriate development of an SLE for access purposes.

Public access easements are managed by DNR under AS 38 pursuant to 11 AAC96.010(a)(1)(B), which provides the authority for the appropriate development of a public easement reserved to DNR.

PROJECT NAME: ADL 234316

GEOGRAPHIC LOCATION: Kasilof, AK

LEGAL DESCRIPTION:  Section 28 and 33, Township 3 North, Range 11 West, Seward Meridian Alaska.

EXISTING SECTION LINE EASEMENT WIDTHS:

  • 33 ft. wide section line easement along the southern boundary of Section 28, Township 3 North, Range 11 West, Seward Meridian
  • 33 ft. wide section line easement along the northern boundary of Section 33, Township 3 North, Range 11 West, Seward Meridian

REQUESTED DEVELOPMENT: The applicant has requested to construct a 24 ft. by 1,107 ft. gravel access road that will connect to a 1.5-acre public parking area located on private land. The access road will be located within existing section line easements with 12 ft. of road on each side of centerline. The purpose of the access road is to provide the public safe access to a new parking area and trailhead for the Pollard Horse Trail traversing Borough lands and connecting to the existing horse trail on Kenai National Wildlife Refuge.

COMMENTS: Comments should address existing uses of this easement and/or the impact of the proposed development on current or future access uses of this existing easement.

DEADLINE FOR COMMENTS: On or before May 4th, 2024

The public is invited to comment on this activity. To ensure consideration, written comments or emails must be received by the Division of Mining, Land and Water at the Southcentral Regional Land Office, 550 West 7th Avenue, Suite 900C, Anchorage, Alaska 99501 on or before 5:00pm on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
