The Department of Transportation and Public Facilities (DOTPF), Alaska Marine Highways System (AMHS) is soliciting proposals from qualified vendors to provide the following services:
- Serve as the Nontank Vessel Spill Response Plan Facilitator for state and federal plans;
- Facilitate the response in the event of a spill;
- Serve on the AMHS Incident Management Team with FEMA updated Certification;
- Establish a pool of clean up contractor(s) on retainer for the AMHS in the event of a spill;
- Provide training for SOA/AMHS employees in National Incident Management System, Incident Command System (NIMS/ICS) protocols to the ICS-300 Level; and,
- Maintain Vessel Spill Response regulatory compliance with the Alaska Maritime Prevention and Response Network, the Washington State Maritime Cooperative, and the Canadian Chamber of Shipping for all AMHS vessels.

This Request for Proposal (RFP) is intended to result in a mandatory use contract.

It is the intent of the state to award one (1) contract in response to this solicitation. The contractor shall be selected by points earned per the evaluation criteria of this RFP.
Proposals must be received no later than 2:00 P.M. Alaska Time December 28, 2023, Emailed, faxed or oral proposals will not be accepted.
