NOTICE OF REQUEST FOR PROPOSALS
SIT: Sitka Rocky Gutierrez Airport Acquisition- Eminent Domain Appraisal Reviews

The Department intends to enter into a negotiated agreement for a qualified Review Appraiser to provide professional services for the purposes of eminent domain-related transactions. The intent of this solicitation is to obtain professional services as required by the Uniform Relocation Assistance and Real Property Acquisition Act (42 USC 4601-4655, 49 CFR Part 24) and other related statutes and regulations and in compliance with the Alaska Right-of-Way Manual. Items requiring formal review usually consist of valuations of fee simple interests, easements, temporary easements, and consideration for damages and special benefits; designating remainder parcels as uneconomic remnants; establishing economic rents; ensuring project valuation consistency; and other valuation questions related to transactions for these purposes, as applicable under industry-accepted standards, relevant case law, and established procedures.
A complete description of services is contained in the RFP Package. Estimated period for performance of the Agreement is from August 01, 2023 to December 31, 2025. Cost of these professional services is expected to be in the range of $10,000.
The Request for Proposals (RFP) Package will be available July 25, 2023 and may be obtained in person from the DOT&PF plans room at 6860 Glacier Highway, Juneau, AK 99801-7999. Persons residing outside the City & Borough of Juneau may obtain an RFP Package through the mail by telephoning (907) 465-4420. Walk-in and telephone service is available during the hours of 7:30 AM to 12:00 PM and 1:00 PM to 4:00 PM, Monday through Friday.
Proposals must conform to the RFP and be submitted with specified forms. Submittals must be received no later than July 31, 2023, 4:00 PM prevailing time. Please be advised that none of the courier services (Fed-EX, UPS, etc.) provide overnight service to or from Juneau. Please allow at least 2 to 3 business days for receipt of expedited packages.
