The Department of Health & Social Services, Division of emergency operations center (EOC), is soliciting proposals for a Contractor to develop a Health Equity strategic plan identifying priority population impacted by COVID 19 in Alaska; a more detailed description including scope of work in attached IRFP.

Prior Experience

In order for offers to be considered responsive offerors must meet these minimum prior experience requirements. Contractors must clearly outline in their proposal how they meet the below criteria:

• The Contractor must have a minimum of five (5) years in the past seven (7) years of developing long range strategic goals specifically related to health disparities.

• The Contractor must have a minimum of 2 years in the past five (5) years implementing long range strategic goals related to public health programs.  Experience specifically related to conducting analyses, evaluation of strategies and developing reports.

An offeror's failure to meet these minimum prior experience requirements will cause their proposal to be considered non-responsive and rejected.

The IRFP schedule set out herein represents the State of Alaska’s best estimate of the schedule that will be followed. If a component of this schedule, such as the deadline for receipt of proposals, is delayed, the rest of the schedule may be shifted accordingly. All times are Alaska Time.

• Issue IRFP on March 19, 2021

• Deadline for receipt of questions on March 23, 2021 (12 noon AKST)
• Deadline for receipt of proposals on March 30, 2021 (2pm AKST)

• Proposal Evaluation Committee complete evaluation by April 1, 2021
• State of Alaska issues Notice of Intent to Award a Contract by April 2, 2021
• Contract begins April 12, 2019

This IRFP does not, by itself, obligate the state. The state's obligation will commence when the contract is approved by the Commissioner of the Department of Health & Social Services, or the Commissioner's designee. Upon written notice to the contractor, the state may set a different starting date for the contract. The state will not be responsible for any work done by the contractor, even work done in good faith, if it occurs prior to the contract start date set by the state.
