Public Comment Period for Proposed 4 AAC 31.013(a)(2)(B) Implementation Procedures

 * * * Public Comment Period Extended to September 21* * *

The Department of Education and Early Development (DEED) is seeking public comment on its proposed procedures and tools to implement the changes adopted in 4 AAC 31.013(a)(2)(B). These changes establish a requirement for regular evaluation of the effectiveness of and need for commissioning existing school buildings ("retro-commissioning").  The department has prepared a position paper and a sample excel tool (see attachments) that propose an implementation strategy and offer options. Key elements of the proposed implementation procedures include:

  • Establishing a building’s annual Energy Use Index (EUI) as the baseline metric for evaluation
  • Defining which existing buildings are good candidates for retro-commissioning and excluding those that are poor candidates
  • Offering options for compliance based on district, state, or federal EPA tools

If you are interested in commenting on the proposed procedures you may comment through this public notice, e-mail your comments to Tim.Mearig@alaska.gov, or respond to this survey document no later than 4 p.m. on Monday, September 21, 2020 (previously noon (12:00 p.m.) on Monday, August 31, 2020).
