The Department of Education and Early Development (DEED) is seeking public comment on its proposed procedures and tools to implement the changes adopted in 4 AAC 31.013(a)(2)(B). These changes establish a requirement for regular evaluation of the effectiveness of and need for commissioning existing school buildings ("retro-commissioning"). The department has prepared a position paper and a sample excel tool (see attachments) that propose an implementation strategy and offer options. Key elements of the proposed implementation procedures include:
- Establishing a building’s annual Energy Use Index (EUI) as the baseline metric for evaluation
- Defining which existing buildings are good candidates for retro-commissioning and excluding those that are poor candidates
- Offering options for compliance based on district, state, or federal EPA tools
