200000016 Skilled Nursing Facility case Mix Based Payment Methodology Technical Assistance

The division of health care services is looking for a contractor to provide technical assistance to help H&SS move from a cost-based per diem payment methodology for Skilled Nursing facilities to a case mix reimbursement methodology. The acuity-based model provides a structure for the collection, organization, analysis, and reporting of resident assessment data to support patient care, as well as supporting resident assessment protocols and helping monitor quality of care.

Amended RFP Schedule:

  • Issue RFP September 5th, 2019,
  • Deadline for Receipt of Proposals October 11th, 2019 by 2pm, prevailing Alaskan time,
  • Proposal Evaluation Committee complete evaluation by October 16th, 2019,
  • State of Alaska issues Notice of Intent to Award a Contract October 17th, 2019,
  • State of Alaska issues contract October 28th, 2019,
  • Contract start November 1st, 2019.

In order for offers to be considered responsive offerors must meet these minimum prior experience requirements:

  • Must have a demonstrated two (2) out of the last five (5) years understanding of the unique organization and providing technical assistance to hospital/nursing combination facilities.

  •  Have worked with at least two states to redesign payment rates.  

  • Must have a demonstrated two (2) in the last five (5) years understanding of challenges faced by frontier and rural providers.

    NOT A MINIMUM BUT PREFERED BACKGROUND EXPERIENCE:

  • Prefer contractor that has within the last five years provided technical assistance to a state Medicaid agency that has transitioned from a prospective payment system to a payment system that includes an acuity component

An offeror's failure to meet these minimum prior experience requirements may cause their proposal to be considered non-responsive and their proposal may be rejected.
