Notice of Proposal to Issue a Finding of No Significant Impact - Matanuska Susitna Borough, Talkeetna Wastewater Treatment Facility Upgrades

Notice is hereby given that the Department of Environmental Conservation, as provided by 18 AAC 76.235, proposes to issue a Finding of No Significant Impact (FONSI) under the Department’s Environmental Review Procedures of the Alaska Clean Water Loan Fund for the following project:

Matanuska-Susitna Borough

Talkeetna Wastewater Treatment Facility Upgrades

This project will design and construct a new treatment facility that will meet current and future needs and bring the facility into compliance with water quality standards.

The Matanuska-Susitna Borough Public Works Department is proposing upgrades to the Talkeetna Wastewater Treatment Plant to bring it into compliance with discharge limits stipulated in its Alaska Pollutant Discharge Elimination System permit. The proposed project would expand the existing facultative lagoon treatment system and include the following improvements: Two new primary treatment anaerobic cells, modification of existing treatment lagoons, disinfection/reaeration treatment processes, installation of lagoon baffles, and associated improvements.

Environmental review concluded that no significant environmental impacts would result from the proposed project. Adverse impacts have either been eliminated or will be reduced by the implementation of mitigative measures discussed in the Environmental Assessment (EA) and Environmental Information Document (EID).

All interested parties may comment. Comments must be received within 30 days of this Public Notice. In the absence of substantive comments during this period, the FONSI determination will become final.
