NOTICE OF PROJECT UPDATE
Juneau Egan Drive Resurfacing Main to 10th Street Project Z-69393-0000 / 0932047

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to construct the Egan Drive Improvements Project Main to 10th Street. This project has been revised since the latest public notice (March 2013) and the public meetings (April 2013 and April 2016).

The originally proposed project construction would

   • Resurface Egan Drive from 10th Street to Main Street
   • Improve and add pedestrian crossing opportunities by reducing the number and/or width of 
      driving lanes
   • Widen sidewalks
   • Construct bike lanes
   • Repair sections of retaining wall under the Merchant’s Wharf building
   • Rehabilitate the Gold Creek Bridge (incl. asphalt, rails and signs)
   • Slip-line some existing culverts

Additional project construction would

   • Widen Egan Drive seaward by constructing a new mechanically stabilized earth (MSE) wall
      along approximately 1,200 linear feet between West Eighth Street and Whittier Street
   • Remove and replace storm drainage systems that drain into Gastineau Channel
   • Relocate/replace electrical conduit and luminaries, valve boxes, manholes, above ground
      power and telephone utility boxes
   • Replace signs and install new way-finding signs to direct pedestrian and bicycle traffic

Construction is anticipated to begin as early as Spring 2018 and is expected to continue during the 2018 / 2019 seasons.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include bald eagles and cultural or historic properties.

The proposed project would comply with all applicable authorities including:

   • National Historic Preservation Act - Section 106            • Endangered Species Act
