Subject to AS 38.05.850, the Northern Regional Office has received an application for the following:
APPLICANT: Alaska Department of Transportation & Public Facilities (DOT)
PROJECT NAME: LAS 31691 Franklin Bluffs Pull Off Extension
GEOGRAPHIC LOCATION: MP 377.7 Dalton Highway at Franklin Bluffs Pad on the North Slope
LEGAL DESCRIPTION: Umiat Meridian, Township 4 North, Range 14 East, Section 9
REQUESTED ACTIVITY: The Dalton Highway MP 362 – 379 Project No. Z613660000 is planned for the 2017 and 2018 summer construction seasons. This project will raise the grade of the highway a nominal 4 feet above its current grade. This gravel addition will extend into the pull off located at Franklin Bluffs Pad (MP 377.7). Part of this pull off lies outside of the Dalton Highway right-of-way on state land managed by the Division of Mining, Land and Water. DOT is requesting to increase the grade of the truck pull off that lies outside of the Dalton Highway right-of-way to match the grade of the highway for public use and safety.
PROPOSED DATES OF USE:
Start: May 23, 2017
End: May 22, 2022
DEADLINE FOR COMMENTS: May 17, 2017 by 5:00 PM
The public is invited to comment on the proposed activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 PM on the date noted above. After review and adjudication, we may issue a permit with stipulations for the activity. The activity may be modified during the review and adjudication process.
