Utility Easement for
Electrical Distribution Line

Proposed Project and Location:
In accordance with the provisions of AS 38.05.850, the Department of Natural Resources, Division of Mining, Land and Water, Southcentral Region Office is considering issuance of a utility easement on State owned, DNR-DMLW managed lands generally located within and/or adjacent to the Trans-Alaska Pipeline Right-of-Way within Section 4, Township 9 South, Range 3 West, Copper River Meridian, Alaska, otherwise described as the TAPS alignment east from the southeast corner of Heiden View Subdivision to the Richardson Highway. The purpose of the proposed easement is to authorize the reservation of an area which encompasses the route of an underground and overhead 25 kV electrical distribution line presently proposed for construction and operation by Copper Valley Electric Association.
The easement area on State owned, DMLW managed lands is currently estimated to be approximately 3000 feet long by 30 feet wide, for a total area of 2.07 acres, more or less. The final easement area will be determined subsequent to DMLW’s receipt of a required as-built survey document. Please see attachments for additional location information. Nothing herein implies the establishment of an easement across non-DMLW managed lands, even if such properties are depicted on project related maps, plans and drawings.
Members of the public and interested parties are invited to comment on this proposal. The Division of Mining, Land and Water must receive written comments addressed to the DNR DMLW Southcentral Region Office, 550 W. 7th Ave., Suite 900 C, Anchorage AK 99501-3577 no later than 5:00 pm on Friday, March July [Corrected on 7/24/13 by James Sowerwine] 26th, 2013. In order to be given full consideration, all comments should clearly explain the facts on which they are based and how they pertain to the proposed action. Following the comment deadline, all responses will be reviewed and the Department’s decision on this matter may be modified as a result of information received.
