Trans-Alaska Pipeline System, ADL 63574
Strategic Riprap Stockpiles at
Pipeline Mileposts 77.5, 78.25, 81, & 82.4
(2026-63574-A2)
The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.080, hereby gives notice that DNR has prepared an Analysis and Proposed Decision for an amendment request submitted by Alyeska Pipeline Service Company (APSC) to add additional lands to the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574, at four locations for strategic riprap stockpiles. The stockpiles would protect the buried pipe from flood events and would be used for emergency work, if necessary, along TAPS on the east bank of the Sagavanirktok River where the pipeline and its work pad are not road accessible.
The ROW additions are lands adjacent to the westerly boundary of the TAPS ROW located within the Umiat Meridian in the following areas:
Pipeline Milepost (PLMP) 77.5 within the NW1/4 of Section 9, Township 3 South, Range 14 East;
PLMP 78.25 within the SW1/4 of Section 9 and the NW1/4 of Section 16, Township 3 South, Range 14 East;
PLMP 81 within the E1/2 of Section 29, Township 3 South, Range 14 East; and
PLMP 82.4 within the SW1/4 of Section 32, Township 3 South, Range 14 East, and the NW1/4 of Section 5, Township 4 South, Range 14 East.
The ROW additions total approximately 26.1 acres. The added land to the ROW Lease will be surveyed and may include less acreage than approved for construction.
The public is invited to comment on the Analysis and Proposed Decision. Comments must be submitted in writing to the address below before 5:00 p.m. on December 2, 2026. If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after December 2, 2026.
