The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve 8 Star Alaska, LLC’s application for Air Quality Control Construction Permit AQ1524CPT02 for the Gas Treatment Plant.

Application: 8 Star Alaska, LLC applied for a construction permit under 18 AAC 50.306. This public notice is for the preliminary draft of Construction Permit AQ1524CPT02.
Activity: The Gas Treatment Plant is part of an integrated natural gas project to bring natural gas from Alaska’s North Slope to international markets in the form of liquefied natural gas, as well as for in-state deliveries in the form of natural gas. The Gas Treatment Plant will take gas from the Prudhoe Bay Unit and the Point Thomson Unit and treat/process the gas, before it is sent 807 miles through a 42-inch diameter pipeline to a liquefaction facility in Nikiski on Alaska’s Kenai Peninsula for export in foreign commerce.
The emissions units at the stationary source will include cogeneration gas-fired turbines with supplemental firing duct burners for gas compression, simple cycle gas-fired turbines for power generation, gas-fired heaters for building and process heat, as well as flares for control of excess gas. In addition, the Gas Treatment Plant will include diesel-fired black start generator, several diesel-fired firewater pumps and emergency generators, and storage tanks for diesel and gasoline fuels.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 2,709.03 tons of Nitrogen Oxides, 9,253.39 tons of Carbon Monoxide, 904.72 tons of Particulate Matter, 1,076.33 tons of Sulfur Dioxide, 13,137.41 tons of Volatile Organic Compounds, 7,283,683.63 tons of Carbon Dioxide Equivalent emissions, and 107.99 tons of Hazardous Air Pollutants (HAP), with the highest individual HAP (formaldehyde) estimated at 51.80 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 27,080.88 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Gas Treatment Plant under AS 46.14 and 18 AAC 50.

ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
