Notice of Pipeline Application
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on September 8, 2026, Alpine Transportation Company filed an application for a permit to construct new facilities and modify existing infrastructure in order to expand the capacity of the Alpine Sales Oil Pipeline to accommodate projected throughput increases, including volumes associated with the Willow Project. Docket P-26-013 was opened to address this matter.
Alpine Transportation Company currently holds Certificate of Public Convenience and Necessity No. 538 for the transportation of crude oil on the Alpine Sales Oil Pipeline. Alpine Transportation Company states that the proposed modifications and construction will increase the metering capacity of the Alpine Sales Oil Pipeline from 138,000 barrels per day to 274,000 barrels per day. Alpine Transportation Company requests approval of the application by January 29, 2027.
No motions for waiver or petitions for confidential treatment were filed with the application. The Commission has not assessed the completeness of the application. The Commission will determine whether the application is complete by September 29, 2026.
