The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alyeska Pipeline Service Company’s application for Air Quality Control Operating Permit AQ0072TVP05 for the Pump Station 1 (PS-I), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application: The Alyeska Pipeline Service Company applied for a renewal of operating permit AQ0072TVP04 on July 23, 2026. This notice is for the draft operating permit AQ0072TVP05. The application requests the removal of EU IDs 6, 7, 19, and 20, which correspond to two gas compressor turbines, a heater, and a pump engine, respectively.
Activity: The Pump Station 1 (PS-I) is a crude oil pumping facility. PS-1 serves as the northern terminus of the Trans-Alaska Pipeline System (TAPS), which transports crude oil by pipeline from Alaska’s North Slope to the Valdez Marine Terminal. The SIC code for this stationary source is 4612 Crude Petroleum Pipelines and NAICS code is 486110, Pipeline Transportation of Crude Oil. The Pump Station 1 is one of the 11 pump stations along the 800-mile-long TAPS.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 168 tons of Nitrogen Oxides (NOx), 1,091 tons of Carbon Monoxide (CO), 11 tons of Particulate Matter (PM), 39 tons of Sulfur Dioxide SO2, 104 tons of Volatile Organic Compounds (VOC)s, and 3.70 tons of Hazardous Air Pollutants (HAP), with highest individual HAP formaldehyde estimated at 1.52 tons. The potential annual emissions for greenhouse gases are estimated at 131,818 tons of Carbon Dioxide Equivalent (CO2e) emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,413 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Pump Station 1 (PS-I) under AS 46.14 and 18 AAC 50.
