ALASKA OIL AND GAS CONSERVATION COMMISSION
RE: Docket Numbers: CO-26-009 and AIO-26-011
By applications dated August 20, 2026, ConocoPhillips Alaska, Inc. (CPAI), as the operator of the Bear Tooth Unit (BTU), requested that the Alaska Oil and Gas Conservation Commission (AOGCC) issue a Conservation Order to establish pool rules for the development of the proposed Willow Oil Pool in the BTU as well as an Area Injection Order (AIO) to authorize injection activities for the purposes of enhanced oil recovery (EOR) and the temporary storage of fluids produced during well clean up in the pre-drill period prior to the installation and commissioning of the permanent production facilities (Initial Applications).
The AOGCC prescribes Pool Rules that govern development of oil and gas pools when a modification of a statewide regulation is needed to facilitate development of the pool. Some common rules are modification of the permit to drill application process to streamline applications and modify the data collection requirements when additional data would not add to the understanding of the geology in the project area. Additionally, the AOGCC approves injection orders for several purposes, including EOR, storage, and disposal either on an individual well or area wide basis in Alaska. Injection orders for EOR purposes establish rules for conducting operations that are intended to increase the amount of oil or gas that could be recovered from a pool by one or more of the following mechanisms, maintain reservoir energy, sweeping oil through the reservoir to a production well, or modifying the properties of the oil to make it more mobile. Injection orders for storage purposes establish rules for conducting operations intended to store produced oil or gas in an underground formation for the purpose of recovering it later to sell. An AIO approves injection operations for multiple wells over a wide area as opposed to an injection order that authorizes injection in a single well or a limited portion of a pool.

A public hearing on the matter has been tentatively scheduled for November 4, 2026, at 10:00 a.m. The hearing will be held in the AOGCC hearing room located at 333 West 7th Avenue, Anchorage, AK 99501. Anyone who wishes to participate remotely using MS Teams video conference should contact Ms. Coldiron at least two business days before the scheduled public hearing to request an invitation for the MS Teams. To request that the tentatively scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30 p.m. on September 22, 2026.
If a request for a hearing is not timely filed, the AOGCC may issue an order without a hearing. To learn if the AOGCC will hold the hearing, call (907) 793-1223 after September 24, 2026.
In addition, written comments regarding this application may be submitted to the AOGCC, at 333 west 7th Avenue, Anchorage, AK 99501 or samantha.coldiron@alaska.gov. Comments must be received no later than 4:30 p.m. on October 6, 2026, except that, if a hearing is held, comments must be received no later than the conclusion of the November 4, 2026, hearing.
