Hilcorp Alaska, LLC, Prudhoe Bay Unit Put 29 Mine Site and Access Road Unit Plan of Operations

The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit
Plan of Operations application on August 14, 2026, from Hilcorp Alaska, LLC requesting to
establish a new gravel mine site and access road. The proposed project will be adjudicated under
AS 38.05 and 11 AAC 83.346. The Division provides public notice and an opportunity to
comment.

Location: Put 29 would be approximately seven miles northwest of Deadhorse (see application
for MTRS)

Project Description:

Hilcorp Alaska, LLC (Hilcorp) is requesting authorization for a new gravel mine site, Put 29, and
gravel access road near DS15 within the Prudhoe Bay Unit (PBU) on the North Slope. The
proposed gravel mine site would be approximately 64 acres for gravel extraction with an
additional 27 acres for overburden and thermal berms, and the access road would be
approximately 1,000 feet long and 36 feet wide. The project would be conducted in two phases:
construction of the access road in October of 2026 and construction of the mine site in early 2027.
All material used for road construction would be sourced from Put 23. The proposed start date for
this project is October 2026.

Avenue, Suite 1100, Anchorage, AK 99501, or online at http://dog.dnr.alaska.gov/Newsroom.
Please send comments to dog.permitting@alaska.gov or to the Division address above. All
comments must be in writing. A copy of the final decision will be sent to any person who
provides written comments. An eligible person affected by this decision may appeal or request the
commissioner’s reconsideration in accordance with 11 AAC 02.

All comments must be received by the comment deadline: 4:30 pm, Alaska Daylight Time,
September 28, 2026.
