NOTICE OF PROPOSED AMENDED

PERMIT TO APPROPRIATE WATER LAS 27409

 

Pursuant to AS 46.15.133 and 11 AAC 93.080, notice is hereby given that the City of Stebbins, PO Box 22, Stebbins, Alaska 99671, was issued Permit to Appropriate Water LAS 27409 on January 3, 2024, authorizing development of the following:

The withdrawal of up to 80,000 gallons/day from June 1st through October 31st each year from West Clear Lake, located in the SW1/4 NW1/4 of Section 18, Township 23 South, Range 18 West, Kateel River Meridian.

The proposed purpose and place of use is as a public water supply for the City of Stebbins, located within the S3/4 of Section 2 and the N1/4 of Section 11, Township 23 South, Range 19 West, Kateel River Meridian.

A request to amend the permit was received on July 6, 2026, so that a man-made 12-million-gallon storage reservoir (Reindeer Reservoir) could be added to the supply line.  This reservoir is located within a Public Utility Easement listed as Parcel WBB-26-P108 of Lot 1 of Section 1, Township 23 South, Range 19 West, Kateel River Meridian, per Nome Recorded Document No. 2026-000522-0.

No changes to the purpose, amount, period, or conditions of use will occur.  The amended permit period will be extended to a full 5-year period, beginning upon the date of the approving signature., to allow the City of Stebbins sufficient time to fully develop the system and report monthly water use.

Per AS 46.15.133 (a), within 15 days of publication or service of notice, persons may file with the director written objections. Comments or objections must be made in writing to the above listed address or to jonathan.tucker@alaska.gov by 5:00 pm on September 10, 2026. Objection must include the objector’s name and address, and any facts tending to show that the rights of the objector or the public interest would be adversely affected by the proposed appropriation.
