Subject to AS 38.05.850, the Southcentral Regional Land Office has authorized issuance of a Kasilof River Mooring Buoy Permit through a lottery for the following:
PROJECT NAME: Kasilof River Mooring Buoy Permit Lottery – LAS 28980 Buoy 117
GEOGRAPHIC LOCATION: Located within the lower Kasilof River at buoy site 117, approx. 3 river miles from the mouth of the river.
LEGAL DESCRIPTION: SE1/4SW1/4 of Section 1, Township 3 North, Range 12 West, Seward Meridian
ENCLOSED DOCUMENTS: 1) Notice of Lottery, 2) Memorandum of Decision for Lottery,
3) Lottery Brochure, 4) Lottery Qualification Form, 5) Kasilof River Mooring Buoy Permit Application
AUTHORIZED ACTIVITY: The Department of Natural Resources (DNR), Division of Mining, Land & Water (DMLW), Southcentral Regional Land Office (SCRO) will be holding a public lottery for the issuance of a Kasilof River Mooring Buoy General Permit for the commercial use of buoy number 117. The permit authorizes the seasonal installation and use of a commercial mooring buoy and associated anchor system on the lower Kasilof River between April 1 and November 1 annually.
LOTTERY APPLICATION SUBMISSION DEADLINE: Application must be received by DNR by 5:00 p.m. local time, on June 10, 2026.
LOTTERY DRAWING: 11:00 a.m. local time, June 12, 2026. The public lottery will take place in the DNR Public Information Center, 550 West 7th Ave, Suite 1360, Anchorage, AK 99501. The public lottery drawing will be conducted in person and will be available via Microsoft Teams. Attendance is not required. Qualified applicants will receive an email with the Microsoft Teams meeting link and more detailed information after the lottery application deadline.
LOTTERY APPLICATION REQUIREMENTS
A complete application must be received by DNR by 5:00 p.m. local time on June 10, 2026 to qualify for the lottery drawing. A complete application must include the following:

___ Completed Kasilof River Mooring Buoy Permit application for Buoy 117 (LAS 28980)
___ Copy of State of Alaska Business License
Note: All documents must be received by 5:00 p.m. local time June 10, 2026 to qualify for the lottery drawing. Incomplete applications or applications received after the deadline will be rejected.
Lottery applications may be submitted via email, fax, or delivered in person. Lottery applications may not be submitted by mail.
