ITB 2026-1000-0293 As Needed Rental Vehicles for Incident Support

PURPOSE OF THE ITB

The Department of Natural Resources, Division of Forestry & Fire Protection (DFFP), is soliciting bids to establish contract(s) for the rental of vehicles used in support of wildfire suppression and all-risk activities throughout the State of Alaska.

The successful Contractor shall provide rental vehicles on an as-needed basis to support wildfire suppression and all-hazard activities conducted by the State of Alaska, Department of Natural Resources, Division of Forestry & Fire Protection (DFFP). Contract(s) awarded under this ITB are non-exclusive and may be used statewide within the State of Alaska. The State is not obligated to place orders under the contract, and the Contractor is not obligated to accept orders. However, once an order is accepted, all terms and conditions of the contract shall apply.

DEADLINE FOR RECEIPT OF BIDS

Bids must be received no later than 2:00 PM Alaska Time on April 28, 2026, at which time they will be publicly opened. Late bids or amendments will be considered non-responsive and will not be opened or accepted for evaluation.

QUESTIONS PRIOR TO DEADLINE FOR RECIEPT OF BIDS 

All questions should be submitted in writing through the State’s designated online form:

The online form is the State’s preferred method for receiving and tracking vendor questions. Use of the form ensures questions are properly documented and allows for consistent distribution of responses to all interested parties. Only questions submitted through the online form will be guaranteed consideration for inclusion in a formal amendment.

The State may, at its discretion, respond to questions submitted outside of the online form; however, vendors who do not utilize the form assume the risk that their question may not be answered or may not be addressed in an official amendment.

The State reserves the right to request that any bidder resubmit information through the online form for clarification or administrative purposes.

Two types of questions generally arise. One may be answered by directing the questioner to a specific section of the ITB. These questions may be answered informally. Other questions may be more complex and may require a written amendment to the ITB. The procurement officer will make that determination.

Deadline to receive questions is APRIL 21, 2026, by 2:00 PM Alaska Time.


VENDOR REGISTRATION AND COMMUNICATION

The State has established an online form for vendor registration, submission of questions, and bid coordination:

Vendors are strongly encouraged to register as an interested party through this form. Registration will ensure vendors receive timely notification of amendments, responses to questions, and other official communications related to this ITB.

All questions regarding this ITB should be submitted through the online form. The State may, at its discretion, decline to respond to questions submitted outside of this process.

The online form may also be used to submit bids; however, bidders remain responsible for ensuring their bid is submitted in accordance with the requirements outlined in this ITB.

The State is not responsible for a bidder’s failure to receive communications if the bidder does not register through the online form. Vendors who do not register through the online form assume all risk of not receiving amendments or critical solicitation updates.
