Notice of Public Scoping Under Administrative Order 360 for possible Department of Transportation & Public Facilities, Measurement Standards and Commercial Vehicle Compliance Regulation Changes to AAC Title 17, Chapter 25, Operations Wheeled Vehicles and AAC Title 17, Chapter 90, Division of Measurement Standards Regulations

Background
In response to Administrative Order 360, the Measurement Standards and Commercial Vehicle Compliance section is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in AAC Title 17, Chapter 25, and AAC Title 17, Chapter 90. 

The MSCVC is undertaking this solicitation process to ask the public for ideas, suggestions, and input before MSCVC drafts or proposes any specific regulation amendments or repeals for public review. 

The MSCVC is particularly interested in specific ideas for regulatory change that may: 

• clarify existing regulatory obligations;
• reduce costs for the public, industry, or government;
• improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
• reduce administrative burdens;
• streamline permitting procedures;
• improve communication procedures;
• provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
• clarify interagency roles.

Written Comments
MSCVC encourages stakeholders to review the requirements outlined above for potential improvements. Written comments must be received by May 18, 2026, at 5 p.m. Alaska Standard Time. Written comments may be emailed to dot.regs@alaska.gov or mailed to:

USPS mail must be postmarked by May 18, 2026. The MSCVC highly recommends submitting written comments, as oral feedback will be considered as limited by the recording of the meeting. 

Public Meeting
Friday, April 17, 2026, 10:00 a.m. to 11:00 a.m. Alaska Daylight Time (AKDT): Focus on regulations most relevant to Commercial Vehicle Compliance and Weights and Measures. All interested stakeholders are encouraged to attend. 

The meeting will be held from 10:00 a.m. to 11:00 a.m. Alaska Daylight Time (AKDT) and might be extended to accommodate those present before 11:00 a.m. who did not have an opportunity to comment. MSCVC may limit the time allotted for each person providing oral testimony to two minutes as reasonably necessary, to conclude the meeting in the time provided. Members of the public may also participate in the meeting and provide oral comments by telephone by calling the phone number listed for the meeting. All oral comments will be recorded.

The MSCVC is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If MSCVC undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act. 

MSCVC keeps a list of individuals and organizations interested in its regulations. Those on the list will automatically be sent a copy of all notices of proposed regulation changes.
