Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company, LLC (ENSTAR) filed TA361-4, requesting Commission approval of a Gas Exchange Agreement with Matanuska Electric Association, Inc. (MEA) and Hilcorp Cook Inlet, LLC (Hilcorp), and authority to pass the associated costs and credits through the gas cost adjustment (GCA) surcharge. Under the exchange agreement, Hilcorp will deliver approximately 1.2 billion cubic feet of natural gas to ENSTAR in late 2026 (initial volumes) and ENSTAR will return equivalent volumes to MEA by March 31, 2028 (payback volumes). ENSTAR will pay Hilcorp $11.75 per thousand cubic feet (Mcf) for the initial volumes, which consists of a $9.00 per Mcf underlying gas value and a $2.75 per Mcf fee charged by Hilcorp to facilitate the transaction. Payback volumes delivered by ENSTAR to MEA will be $9.00 per Mcf, consistent with MEA’s gas supply agreement with Hilcorp. The filing also includes proposed revisions to Section 708 of ENSTAR’s tariff to add gas exchange agreements as a new cost element in the GCA surcharge methodology. ENSTAR requests expedited consideration and is seeking an October 30, 2026 effective date.
