Conversion of Conditional Leases

The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that 8 Star Alaska LLC, on behalf of Alaska Gasline Development Corporation, submitted a request to convert the Alaska LNG Point Thomson Transmission Line Right-of-Way (ROW) Lease, ADL 421296, and the Alaska LNG GTP-Mainline-LF ROW Lease, ADL 421297 to convert the leases from conditional ROW leases under Alaska Statute (AS) 38.35.100(b) to ROW leases under AS 38.35.100(a).

General Description of the Land Involved
The Alaska LNG Point Thomson Transmission Line ROW Lease generally traverses the coast of the North Slope of Alaska for 63 miles, from west of the Staines River to Prudhoe Bay. The ROW contains approximately 2,032 acres and would be surveyed upon completion of construction.

The Alaska LNG GTP-Mainline-LF ROW Lease spans Alaska from north to south, originating in Prudhoe Bay and ending in Nikiski. The route is 807 miles long and roughly parallels the Trans-Alaska Pipeline System (TAPS) from Prudhoe Bay to the Livengood area, where it diverges and continues south to the west of Fairbanks and proceeds to roughly parallel the Nenana River, the Parks Highway, and the Susitna River. Near the delta of the Susitna River, the ROW continues to the southwest to Beluga, crosses Cook Inlet and makes landfall near Boulder Point, then continues southwest to Nikiski. The construction ROW contains approximately 54, 083 acres which would be reduced to an operational ROW and surveyed upon the completion of construction.

Application Summary
8 Star Alaska LLC, on behalf of Alaska Gasline Development Corporation, has requested the conversion of ADLs 421296 and 421297 from ROW leases under AS 38.35.100(b) to AS 38.35.100(a). No other changes or additions to the ROW leases have been requested.
