DOT&PF Notice to Begin Engineering & Environmental Studies: Haines Highway Restoration MP 2.3 and 3.7

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to restore surface and subsurface of Haines Highway at MP 2.3 and 3.7.

The proposed project would:
• Reconstruct pavement
• Stabilize embankments around and under road sections
• Remediate frost-susceptible materials
• Make small improvements to underlying drainage
• Replace or modify culverts
• Take further measures to modify groundwater

This project would take place in an area that is not well mapped for floodplains but is not currently expected to encroach onto any existing floodplains.

Construction is projected to begin in spring 2028.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion. Possible affected resources include wetlands, essential fish habitats, eagles, threatened and endangered species, Section 4(f) properties, contaminated sites, invasive plants, and cultural or historic properties.

• Executive Order 13112, Invasive Species
• Section 4(f) of the U.S. Department of Transportation Act
• Executive Order 13186, Responsibilities of Federal Agencies to Protect Migratory Birds
• Comprehensive Environmental Response, Compensation, and Liability Act
• Anadromous Fish Conservation Act
• 16 U.S.C. 662, Section 2 of the Fish and Wildlife Coordination Act
• 33 U.S.C. 403, Rivers and Harbors Act of 1899

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
