NOTICE OF PROPOSED WRITTEN DETERMINATION AND COMMENT PERIOD
FOR RENEWAL OF THE
TRANS-ALASKA PIPELINE SYSTEM, ADL 63574, AND ASSOCIATED RIGHTS
The Alaska Department of Natural Resources (DNR) gives notice that it will accept written comments on the Proposed Commissioner’s Written Determination to renew the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574, and Associated Rights.
General Description of the Lands Involved
The TAPS ROW Lease originates on the North Slope and ends in Valdez and encompasses all land involved in this determination, heretofore and hereafter acquired by the State. The lands involve a 100-foot-wide ROW except where the Commissioner has authorized a wider ROW for operation and maintenance or environmental and public safety. The lands involving Associated Rights, such as access roads, airstrips, and communication sites, are also included in this determination and are generally located adjacent to or in proximity to the ROW.
Commissioner’s Statement of Reasons and Proposed Written Determination
The Commissioner has evaluated information considered reasonably necessary to make a determination on renewal of the Lease. The Commissioner has issued a Proposed Written Determination, dated September 30, 2026, that the lessees have satisfied the requirements of AS 38.35.110, and the Commissioner intends to renew the lease and Associated Rights for a term of 30 years. A copy of the Commissioner’s Statement of Reasons and Proposed Written Determination has been provided to the lessees.
Comment Period
The public is invited to comment on the proposed action. Comments must be submitted, in writing, to
the address below before 5:00 p.m. on October 30, 2026. If the Proposed Written Determination is revised following the close of the public comment period, the Revised Written Determination will be
published consistent with AS 38.35.070. The Written Determination, or if revised, the Revised Written Determination, is the final administrative decision 30 days after the end of the public comment period, unless the commissioner, in writing, extends that 30-day period for a specified period of not more than 90 additional days to allow for a full consideration of comments received. If an extension of time to consider public comments is determined to be necessary, notice of the extension will be published on or about October 30, 2026.
