DCRA seeks a qualified Implementation Contractor to provide program management, staff augmentation, grant compliance, environmental review, project implementation, communications, and administrative support services under its CDBG-DR allocation. The Implementation Contractor will design and implement a homeowner recovery program within HUD-designated Most Impacted and Distressed (MID) areas, including the Bering Strait, Lower Yukon, Kashunamiut, and Lower Kuskokwim REAAs, as well as the DCRA-designated MID area of the Pribilof Islands REAA. Services include, but are not limited to: (1) Homeowner recovery program design and implementation, (2) Applicant intake and case management, and (3) Construction program delivery, including inspections, scopes of work, rehabilitation or reconstruction oversight, and related construction services, either directly or through qualified subcontractors. DCRA anticipates establishing a separate legal services program to assist applicants in meeting program requirements.
REQUIRED EXPERIENCE:
All required experience is listed in Section 1.04 of RFP.
ANTICIPATED BUDGET:
DCRA has budgeted $1,200,000.00 for this contract.
ANTICIPATED SCHEDULE:
All requested work is to be completed by December 31, 2029.
PRE-PROPOSAL TELCONFERENCE:
A pre-proposal conference may be held at 2:30 PM, Alaska Time, on Wednesday, September 23, 2026, via Microsoft Teams.
DEADLINE FOR PROPOSALS:
New or amended proposals must be received no later than 17:00 prevailing Alaska time on Monday, October 12, 2026. Late proposals will not be considered.
