DOT&PF Notice to Begin Engineering & Environmental Studies, and Notice of Public Meeting: Naknek to King Salmon Non-Motorized Pathway

State Project # SFHWY00706 / Federal Project # 0380018

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing a plan to install a new pedestrian pathway for non-motorized traffic in Naknek and King Salmon.

The proposed project would:
• Add recessed pavement markers, new signage and striping, drainage improvements, and topsoil seeding;
• Install continuous pedestrian paths between Airport Way and Leader Creek Road;
• Install continuous pedestrian path between W Housing Road and National Park Service Road, near King Salmon Airport.

Construction is projected to begin in April 2028.

There will be a public presentation about the project in which questions and comments will be taken, and diagrams of the proposed construction area will be shown. Meeting details:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion (CE). Possible affected resources include wetlands, waters of the U.S., essential fish habitats, threatened and endangered species, Section 4(f) properties, contaminated sites, invasive plants, and cultural or historic properties.

• Anadromous Fish Conservation Act
• 16 U.S.C. 662, Section 2 of the Fish and Wildlife Coordination Act
• 33 U.S.C. 403, Rivers and Harbors Act of 1899
