The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips Alaska, Inc’s application for Air Quality Control Minor Permit AQ1859MSS01 Revision 1 for the Willow Central Facility.

Location: Latitude 70° 7’ 37.29” North; Longitude 152° 2’ 26.62” West
Activity: ConocoPhillips Alaska, Inc applied for a minor permit revision under 18 AAC 50.508(5) for an Owner Requested Limit to avoid minor permit classification for a stationary source in the Bear Tooth Unit on the Alaskan North Slope.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 179.16 tons of Nitrogen Oxides, 236.55 tons of Carbon Monoxide, 150.51 tons of Particulate Matter, 130.04 tons of Sulfur Dioxide, 149.61 tons of Volatile Organic Compounds, 579,097 tons of Carbon Dioxide Equivalent emissions, and 6.43 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 3.54 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 845.89 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.
