DEC has prepared an individual APDES Preliminary Draft Permit. The draft permit and associated documents are available to the applicant for a 10-day review. Following the closure of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Permit: AK0023451 – City of Fairbanks and Golden Heart Utilities, Inc. Wastewater Treatment Facility

Proposed Permit Coverage: The discharge of secondary treated domestic wastewater from the City of Fairbanks and Golden Heart Utilities Wastewater Treatment Facility. Discharge will occur at a maximum daily rate of 11.2 million gallons per day to the Tanana River at 64.798711 north latitude, 147.778219 west longitude. A mixing zone is proposed for total ammonia as nitrogen, copper, temperature, and whole effluent toxicity.
